How do you report animal abuse?

Every night, between the hours of 8pm-11pm, my neighbors across the street leave their poor little weiner dog outside in the cold for 30min to an hour. It barks the whole time it's outside, poor thing!!

I left them a typed anonymous note one night asking them to take their dog in. The sign was removed but they aren't taking it inside. And, it's on the upper deck, so it's not like it's going outside to do its business. They're just putting their poor tiny dog outside to practically freeze! It's in the low 40's right now. Ugh, it makes me so mad!!

How do I report this abuse and have them change their ways??

I don't really think that leaving a dog outside for an hour in 40 degree weather would be considered abuse, so I don't think you'll get very far with that report. However, you look up in your blue pages under your county's animal control office for info or call the local chapter of the Humane Society.

We have been at 15 below zero and there are still pets outside. While we bring ours in during that kind of weather, a lot of people don't. :( 40 degree's is a heatwave here in the winter. (as in, kids outside with light jackets enjoying the warm weather,lol)

As for reporting animal abuse, we just call our local sherrif's office and they dispatch someone.

If anything, you could report the barking dog as a disturbance and let the responding officer make a judgement as to whether or not there is any abuse.

Is there a noise ordinance where you are? Maybe the dog barking would violate that, but leaving him outside in those temps isn't really abuse IMO too.

I guess I think that letting your dog bark like that *is* a form of abuse. It's like letting your baby cry for an hour and not doing anything about it. I would never let our lab outside in the cold like that and she has a full coat of fur and 75 pounds on her!

It just saddens me. Plus, it's jumping all around which is terrible for dachshunds. They are prone to back problems if they are allowed to jump.

There usually is a requirement of shelter, if you leave your dog out for extended time. Here, In FL, you have to provide a dog house if the dog is left outdoors. Simply call animal control and tell them what you told us. If the law is being broken, they will handle it.

40 isn't so bad temp-wise, but my dogs bark when they want to come in and I *have* to let them in because it would drive me nuts if I didn't! How they can stand listening to that is beyond me. Maybe they are "busy" if you KWIM?? That's about the only way *I* could ignore a bark!!LOL

The only thing you might do, depending on the time, is to complain about the sound to the police. 40 isn't cold enough to be abuse. 40 around here is sweat shirt weather...

I agree with the others, leaving a dog out for an hour in 40 temperature isn't really abuse, IMO. I also think that eventually your neighbours are going to figure out who is leaving the anon note and will start to see you as a trouble maker.

Heidi - I agree with you. 40 degrees is pretty cold for a little dog to be out for an hour. Those little guys don't have much 'meat on their bones'. Vets say that an animal's fur coat keeps them only as warm as a fabric coat keeps us. You wouldn't want to be confined to a deck for an hour in 40 degree weather at night, with no warmth from the sun.. Due to his tiny size and weight, it would be like us outside in our underwear. No wonder he is barking. It's the only way he has to voice his displeasure.

It's hard to say what action an animal control officer or Humane Society would take. I once called our local officer about a dog (a small Beagle) who was outside all the time in such a tiny coop she could barely fit into it. However, they said that it met the letter of the law on shelter. I also once called up on some neighbours who had two horses in a pen in mud up over their hooves. They stood in this mud 24/7. The authorities did nothing.

Also, dogs bark for many reasons. Two of them are fear and loneliness. I wouldn't worry about being labeled a trouble maker. If they are that clueless, maybe somebody needs to give them a wake up call.

Heidi, are any of your other neighbors worried about the little guy or troubled by his barking? We had trouble in our last house with neighbors who were doing much the same. Except the poor dogs were chained to a post on a slab of cement, and there was snow on the ground. And they were out all night, crying. So I understand. It is heart breaking. It took some doing to get animal control to come out. They told me it took at least three neighbors complaining before they would act. So, just a thought. I feel for you and the little dog. I agree with Hol, he's too little to be out there. I just don't understand some people and the way they choose to treat their animals.

Heidi, we have three of these little guys and one is a short hair he shivers like a leaf even in the short amount of time my husband or I stand outside while they go, I couldn't imagine leaving them outside for a solid hour when they are used to being inside much of the time, they are spoiled!!

Nicki, our other neighbors came outside while they were trying to watch a movie. They kept hearing this poor dog bark and bark. They came out to see what was going on as I was getting the mail and they were worried as well. That couple just moved, but I'm sure I can get other neighbors to ask them to bring their dog in. We could then send it to the HOA. We're planning on moving back to Colorado this May so I am not too worried about repercussions. Although, I definitely don't want my house egged. :)

I feel like dognapping that little guy and bringing him inside our warm house!!!
I'm going to walk by today and see if there is shelter and a water bowl out on the deck. (Enter Mission Impossible music...de de de deh-deh de de de...)
