He just started Karate again the other day and he already received his 1st tip last thursday that was the second day he took it lol = ) and then he's going to try i think for his 2nd tip tomorrow? = )

We get stripes on our belts, but I'm guessing a tip is the same thing. When you get a certain amount of strips or tips you test for your next belt. For us it's 4 stripes for jr and adult ranks, and 8 for pee-wee. We have to wait a month between stripe tests for lower ranking and two months between stripe tests for higher ranking.

Different schools have different rules. He may not have to wait. Depends on his school's rules.
