Should I hand it directly to the hiring manager? I suppose not a bad idea. Also, if he/she is not in, how can I be sure he/she received my resume etc... should I make a follow up phone call to be sure? Job hunting is kind of a scary thing....wish me luck!!!!! I don't know why I am soooo nervous!

Definitely hand it directly to the hiring manager if you can. Use your cover letter to highlight skills/experience that are as specific as possible to the job you want. A follow up phone call never hurts and it shows you are seriously interested.
